Canada C-19 Bill

Express Entry candidates may face changes to the selection pattern under Bill C-19.

The point-based selection method in Canada has been followed by Canada for years. It has been proven potentially great to attract international skilled workers and students from diverse fields.

But the increasing demand for skilled workers in Canada is also a concern to gain talent which could fulfill the labour requirements of different regions of the country.

Bill C-19 has been introduced to bring candidates who meet a particular set of requirements.

Let’s know more about Bill C-19 and how it will affect Express Entry candidates.

What is C-19 Bill Canada? How will it affect Express Entry candidates?

C-19 Bill passed in June 2022 changed the Immigration act in Canada. After the implementation of Bill C-19, Immigration Minister can select the Express Entry candidates based on specific “groupings”.

These groupings will likely be based on factors such as work experience, education, or proficiency in one of Canada's official languages.

For example- English language proficiency with a particular work experience.

How does Canada presently select Express Entry profiles?

Presently Canada follows a point-based system to select candidates from Express Entry.

Points are based on various factors such as age, education, work experience, language proficiency in one of Canada’s official languages, and others. Each factor contributes to creating an Express Entry profile of a person to further apply for a visa.

Profiles get picked by different provinces and through different provincial programs depending on the requirement in different provinces.

What changes are expected with Bill C-19 Canada?

With Bill C-19, Canada is expecting to achieve its economic goal by keeping all the demographics in mind.

Draws will be based on specific requirements, and only those profiles will receive an invitation that fulfills the criteria or fits the requirements.

Immigration Minister - Sean Fraser on C-19 Bill

“Where [the Express Entry system] could be improved is at present if there are particular challenges that your economy is facing it might be facing in the long term we don’t have the ability to tailor the invitations to apply to the Express Entry system to meet those in-demand skills or qualifications.”

“If you’re in a circumstance where you have an abundance of applications that are all in one particular sector, and that sector doesn’t have high needs in Canada the Express Entry system as it exists today, is likely to bring in people that might not be perfectly matched to the needs of the Canadian economy.”

C-19 Bill will select candidates based on regional, sector and language requirements in Canada. The new selection procedure will be different from the current selection procedure for Express Entry candidates.

The new selection will assess and track the requirements for different sectors, businesses, and Investors to grow the economy.

Immigration Minister determines the requirements by meeting local communities, territorial & provincial counterparts, business councils, and high-demanding sectors in the country.

To fulfill the skill/labor requirements, invitations will be decided on different qualification factors.
