Canada keeps making progressive changes to its immigration process. For this year, Canada has already made an announcement for the change in the NOC skill type that will be implemented by the year-end. Now, Canada is implementing a new amendment for the selection of immigration applications. 

What is the C-19 Bill in Canada?

Bill C-19 is a new amendment to the selection process of immigration applications. The bill passed on Jun 23, 2022, with an amendment to the Immigration Refugee Protection Act. Bill C-19 will change the way Express Entry candidates have been invited till now.

•  As per the C-19 Bill, Immigration minister (Sean Fraser) will be the key decision maker on inviting applications.

•  The bill will focus more on the “present time” labor market requirement. Groupings will be formed by combining the different factors like demand in the various regions or provinces, which specific industry is in high demand of workers, which profiles can fulfill the labor needs etc.

•  The C-19 bill will invite candidates derived from the economic needs and priorities of the time. Like French-language skills, occupation, and educational credentials could be an assumptive grouping for selecting a candidate from the Express Entry pool.

How will C-19 Bill affect candidates in the Express Entry pool?

Currently, Canada invites candidates based on the Comprehensive Ranking System. The CRS scoring system in Canada ranks profiles on factors like age, education, work experience, language skills, etc.

Profiles in the pool wait for the draw and wish for their score to be matching or above the CRS cut off. 

After the implementation of the C-19 Bill in Canada:

•  Immigration applications will get selection on groupings of specific factors.

•  Groupings will be formed by the immigration minister.

•  These groupings will be decided by the immigration minister after discussion with employers, employees, industry experts, and decision-making authorities.

•  Express Entry candidates may benefitted from the grouping selection system if they become eligible for the grouping with their scores. 

•  (On assuming) Groupings may be based on work experience, language proficiency, and education. Draws could particularly be targeted for specific language or a specific industry experience.
