Manitoba Immigration Pilot Program

Manitoba Immigration Pilot Program Categories

 

Manitoba Immigration Pilot Program is a dynamic program that is subdivided into four categories:

 

1. Business Investor Stream
2. Skilled Worker Immigration Stream
3. Skilled Worker Overseas Stream
4. International Education Stream

 

1. Business Investor Stream

 

Manitoba’s Business Investor Stream (BIS) is a combination of two immigration streams for individuals with business management experience who wish to do their own business in Manitoba.

 

The entrepreneurial stream is for general entrepreneurs with business propositions in a variety of profiles, while the farm investor stream is specifically for entrepreneurs in the farming sector.

 

A. Manitoba Entrepreneur Pathway

 

The Manitoba Entrepreneur Pathway aims at experienced business owners or senior managers who want to build a new business in the province of Manitoba under the Manitoba Provincial Nominee Program (MPNP).

 

Manitoba Entrepreneur Pathways Requirement

 

1.) All candidates need to prove proficiency in either English or French with Canadian Language Benchmark (CLB) level 5.
2.) Candidates applying under this stream must have completed a minimum of Canadian high school education or a foreign equivalent.
3.) To qualify to submit an Expression of Interest (EOI) for the Manitoba Entrepreneur Pathway, a candidate has to prove they have the interest, ability, and financial resources to own and actively manage a business in Manitoba. To ensure this, the program requires a high level of business management experience and a significant financial net worth.
4.) The applicant must have at least three years of work experience as a business owner or senior business manager and this experience must have been obtained within the previous 5 years with an active role in their proposed business.
5.) This stream demands a significant net worth and investment from the candidate and should have a net worth of at least $500,000 CAD.
6.) If the proposed business is located within the Manitoba Capital Region Winnipeg, the applicant must make a minimum personal investment of at least $250,000 CAD.
7.) The applicant must invest at least $150,000 CAD if the proposed business is settled outside of the Manitoba Capital Region.

 

Candidates have to sign a Business Performance Agreement (BPA) that explains how they will establish and invest in the Manitoba business and must meet the criteria of giving at least one employment opening for a Canadian resident.

 

B. Manitoba Farm Investor Pathway

 

The Manitoba Farm Investor Pathway targets experienced farm owners and operators who wish to invest in the development of a new farm in Manitoba, under the Manitoba Provincial Nominee Program (MPNP), a Provincial Nominee Program (PNP).

 

Manitoba Farm Investor Pathway Requirements

 

1.) There is no minimum requirement for language proficiency in this program. However, candidates applying to this program may be asked to attend a face-to-face interview as part of the application process either in English or French.
2.) There is no minimum level of education required for this program. However, applicants must demonstrate they are skillful enough to successfully operate a farm. In some cases, education may be a means of demonstrating skills, and training.
3.) In order to qualify to submit an Expression of Interest (EOI) for the Manitoba Farm Investor Pathway, a candidate need to prove they are interested and have the ability, and financial resources to own and actively operate a farm. And for this, the program demands a high level of farm management experience and a significant financial net worth too.
4.) The applicant must have at least three years of work experience as a business owner or a farm owner. Moreover, all the applicants have to demonstrate they possess practical farming skills, technical knowledge, and experience in technological-based farming practices.
5.) This stream demands an investment from the applicant and must have at least a net worth of $350,000 CAD. Candidates will be required to invest at least $150,000 CAD in a farming business in rural Manitoba.

 

2. Manitoba Skilled Worker Immigration Stream

 

Skilled Workers in Manitoba focuses on three immigration streams that focus on workers who have already obtained work experience or job offers in Manitoba.

 

Skilled Workers in Manitoba Stream - Only those applicants will be invited to submit an official application to Skilled Worker in Manitoba Program who has a really good competitive profile.

 

Manitoba Skilled Worker Immigration Stream Requirements

 

1.) The candidate is eligible for Skilled Workers in Manitoba Stream if he or she is already working in Manitoba for an employer or on a valid work permit.
2.) The candidate must have been working for the employer for at least 6 months before applying. A post-secondary graduate candidate in another Canadian province wants to apply to Manitoba Provincial Nominee Program (MPNP) for Skilled Workers, they must be working for their Manitoba employer for a minimum of 1 year.
3.)  work experience gained while engaged in full-time study will not count towards the requirements for this stream.
4.) The candidate should have a valid employment offer with a permanent position in Manitoba full-time.
5.) There is no requirement for language proficiency if a candidate’s employment offer is for a position at National Occupational Classification (NOC) Skill Level 0, A, or B. At NOC level C or D, then the candidate needs to have valid language test scores showing proficiency equivalent to the Canadian Language Benchmark (CLB) level 4 or higher.
6.) The minimum education requirement for this stream is not necessary. However, candidates can claim points through the MPNP Ranking System if they can demonstrate completion of post-secondary education. As only those candidates with the highest ranking will be given the invitation to the program.
7.) Each candidate for the MPNP stream has to submit a settlement plan showing their interest in living in Manitoba.
8.) All candidates for MPNP streams should demonstrate they meet certain provincial settlement funds requirements. Manitoba requires candidates to show they have a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependents.

 

Manitoba Experience Pathway

 

A. Manitoba Experience Pathway Work Experience: 

 

  • Temporary Foreign Workers (TFWs) in occupations on Manitoba’s in-demand occupations list who have worked a minimum of 6 months in Manitoba; OR 
  • Out-of-province graduates in occupations on Manitoba’s published in-demand occupations list who have worked a minimum of 12 months in Manitoba in jobs related to their field of study; OR
  • Temporary Foreign Workers (TFWs) in occupations not on Manitoba’s in-demand occupations list who have worked a minimum of 12 months in Manitoba with an LMIA-supported or LMIA-exempt work permit; OR
  • Graduates of post-secondary institutions in Manitoba in occupations not on Manitoba’s in-demand jobs list who have worked a minimum of 12 months in the province.

 

Manitoba Experience Pathway- Additional Employment Requirements: 

 

  • Applicants must be residing and/or working in MB at the time of application;
  • Applicants must have a long-term, full-time job offer that meets Manitoba’s employment and wage standards for the occupation;
  • The applicant's employer has a registered commercial business that has been operating in Manitoba for at least the three years immediately preceding the application;
  • The applicant's working conditions are consistent with those of Canadian Citizens / Permanent Residents of Canada;
  • The applicant's position is not home-based, part-time, temporary, seasonal, or commission-based.

 

Manitoba Experience Pathway Language Proficiency

 

The minimum official language proficiency depends on the assessed NOC

 

  • Minimum CLB 7 for Regulated Occupations
  • Minimum CLB 6 for Compulsory Trades
  • Minimum CLB 5 for all other NOC 0, A, or B occupations
  • Minimum CLB 4 for semi-skilled occupations (NOC C or D)
  • Adaptability
  • Applicants must demonstrate the ability and intent to reside in Manitoba.

A. Employer Direct Recruitment Pathway Job Offer

 

In order to be eligible through this stream, a candidate must have attended a recruitment session with MPNP outside of Canada. As part of recruitment, the candidate must have attended an interview with MPNP officials and a Manitoba employer. Following the interview, the employer must extend an official offer for permanent, full-time employment in Manitoba.

 

B. Employer Direct Recruitment Pathway Language Proficiency:

 

The level of language proficiency required depends on the occupation of the candidate’s Manitoba offer:

 

  • Regulated Occupations – Canadian Language Benchmark (CLB) 7 in either English or French
  • Compulsory Trade Occupations – CLB 6 in English or French
  • All other occupations at National Occupational Classification (NOC) Skill Level 0, A, or B – CLB 5
  • NOC Skill Level C or D – CLB 4

 

C. Employer Direct Recruitment Pathway Level of Education

 

All candidates must have post-secondary education related to their occupation. If the position requires licensure or certification to practice in Manitoba, the candidate must apply to the regulatory body to gain this certification prior to applying to MPNP.

 

In certain cases, MPNP may allow candidates with job offers at NOC Skill Level C or D to apply to the program if they do not possess any post-secondary education.

 

D. Employer Direct Recruitment Pathway Work Experience

 

Candidates for this stream must have a minimum of 2 years of work experience related to the occupation of their Manitoba employment offer. This must have been obtained within the 5 years prior to application. In certain cases, the employer may identify necessary relevant experience other than 2 years.

 

E. Employer Direct Recruitment Pathway: Age

 

This stream only accepts candidates aged 21 to 45.

 

F. Employer Direct Recruitment Pathway: Settlement Plan

 

All candidates for MPNP streams must submit a settlement plan outlining their plan for integrating into life in Manitoba.

 

G. Employer Direct Recruitment Pathway: Settlement Funds

 

All candidates for MPNP streams should be prepared to demonstrate they meet certain provincial settlement funds requirements. Manitoba requires candidates to show they have access to a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependant. This is the provincial requirement; when submitting a federal immigration application these requirements may vary.

 

MPNP Ranking System

 

The following system is used to assign all MPNP candidates a score after the submission of their Expression of Interest (EOI). Those candidates with the highest scores will be invited to apply to the program in one of the MPNP Draws – Issuance of Letters of Advice to Apply (LAA).

Skilled Worker Overseas Stream

 

Skilled Workers Overseas has three immigration streams that focus on skilled workers who are skilful enough to join Manitoba’s workforce and adapt easily to life in the province. All streams of this category give priority to experienced workers in Manitoba’s In-Demand Occupations.

 

A. Manitoba Skilled Workers Overseas Stream

 

This stream focuses on foreign nationals who can contribute to Manitoba’s labour force with required skills and foreign work experience.

 

Manitoba Skilled Workers Overseas Stream Requirements

 

To be eligible for the Skilled Workers Overseas Stream, a candidate must demonstrate a connection to Manitoba as listed below

 

1. Previous education in Manitoba.
2. Previous work experience in Manitoba.
3. A close relative or friend living in Manitoba willing to act as a Manitoba supporter.
4. The candidate is invited through an MPNP Strategic Recruitment Initiative or through an MPNP Exploratory Visit.
5. There is no minimum language proficiency if a candidate’s claimed occupation is at National Occupational Classification (NOC) Skill Level 0, A, or B. But, it is likely that a candidate will require language test results in an approved test for either English or French to meet the minimum points required for eligibility for the program. But if a candidate has claimed occupation at NOC Skill Level C or D then the candidate needs to get a valid language test score showing proficiency equivalent to the Canadian Language Benchmark (CLB) level 4 or higher.
6. There is no minimum education requirement for this stream but a candidate who can demonstrate completion of post-secondary education will be able to get more points through the MPNP Ranking System and only those candidates with the highest ranking will be given the invitation to the program.
7. In order to qualify for the Manitoba Skilled Workers Overseas Stream, a candidate must show that they have at least 60 out of 100 points on the Manitoba Points Assessment Grid.
8. Each candidate for MPNP streams has to submit a settlement plan showing their interest in living in Manitoba.
9. All candidates for MPNP streams should show they have a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependents.

 

B. Manitoba Express Entry Pathway

 

 

This Stream targets foreign nationals with active Express Entry profiles who have the skills and foreign work experience required to contribute to Manitoba’s labour force.

 

Requirements

 

1. In order to be eligible for this pathway, a candidate must have an active profile in one of Canada’s Express Entry immigration programs. This includes the following three programs:
- Federal Skilled Worker (FSW)
- Canadian Experience Class (CEC)
- Federal Skilled Trades (FST)
2. In order to be eligible for the Manitoba Express Entry Pathway, the candidate should demonstrate their ability and intention to become economically established and reside in Manitoba and the candidate can confirm the support of a close friend or family member residing in Manitoba, or by holding a valid Invitation to Apply (ITA) issued by the MPNP through a Strategic Recruitment Initiative.
3. If a candidate’s claimed occupation is at National Occupational Classification (NOC) Skill Level 0 or A, then the candidate must have valid language test scores showing proficiency equivalent to the Canadian Language Benchmark (CLB) level 7 or higher. If a candidate’s claimed occupation is at National Occupational Classification (NOC) Skill Level B, then the candidate must have valid language test scores showing proficiency equivalent to the Canadian Language Benchmark (CLB) level 6 or higher.
4. Candidates for this stream must have completed at least a one-year post-secondary program. An Educational Credential Assessment needs to be submitted with a candidate’s profile if their post-secondary education took place outside of Canada. Candidates who can demonstrate completion of post-secondary education above the minimum requirement will be able to get more points through the MPNP Ranking System.
5. Candidates who wish to apply through this stream must have a minimum of 6 months of full-time work experience in one of the Manitoba In-Demand Occupations. Additional points will be rewarded to candidates who can demonstrate more work experience.
6. In order to qualify for the Manitoba Express Entry Pathway, a candidate must show that they have at least 60 out of 100 points on the Manitoba Points Assessment Grid.
7. All candidates for MPNP streams must submit a settlement plan outlining their plan for integrating into life in Manitoba. Candidates for this stream must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements as outlined by Canada’s federal immigration authorities.

4. International Education Stream

 

 

The International Education Stream (IES) targets recent graduates from designated post-secondary institutions located in the province of Manitoba. Candidates for this category must have a little bit of work experience or business management experience from the province, either completed after graduation or during their program of study as part of an internship. There are three pathways within this stream

 

A. Manitoba Career Employment Pathway

 

This pathway targets the foreign nationals who have pursued graduation from a Manitoba post-secondary educational institution & are working in Manitoba in an in-demand occupation.

 

Requirements

 

 

1. In order to be eligible for the Manitoba Career Employment Pathway, a candidate must have completed a post-secondary education program at a designated institution in Manitoba. This program must be at least of one-year in length and must have been completed within the 3 years prior to application and the candidates should be currently employed as well with a Manitoba employer.
2. The current employer must extend a job offer for a minimum of a one-year contract in a position at National Occupational Classification (NOC) Code 0, A, or B.
3. Graduates from Masters and Ph.D. programs can apply to the MPNP without a job offer through the Graduate Internship Pathway.
4. All candidates must demonstrate proficiency in either English or French with the Canadian Language Benchmark (CLB) of level 7.
5. All candidates for this stream must reside in Manitoba at the time of application and must continue to reside in Manitoba after the nomination.
6. Candidates for this stream must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements as outlined by Canada’s federal immigration authorities. This may be satisfied if an applicant demonstrates they need a legitimate offer of employment from a Manitoba employer.

 

B. Manitoba Graduate Internship Pathway

 

 

This program accepts applications from international graduates who have completed a Masters or Ph.D. program, Mitacs Elevate, or Accelerate internship in Manitoba within the last 3 years

 

Requirements

 

 

1. A candidate must have completed a post-secondary education program in a Master or Doctoral Degree, Mitacs internship in either the Accelerate or Elevate program from a designated institution in Manitoba within the 3 years prior to application.
2. All candidates for this program should be proficient enough in either English or French consistent with the Canadian Language Benchmark (CLB) of level 7 and language tests must have been taken within the 2 years prior to applying to the program.
3. While applying the candidate must reside in Manitoba and show the intent to continue to reside in Manitoba after the nomination.
4. Candidates have to show liquid funds equivalent to Low Income Cut-Off (LICO) requirements as outlined by Canada’s federal immigration authorities.

 

C. Manitoba Student Entrepreneur Pathway

 

 

This program targets foreign nationals who have recently graduated from a Manitoba post-secondary institution with at least 6-months of experience owning and managing a business in Manitoba.

 

Requirement

 

 

1. A candidate must have completed a post-secondary education program at a designated institution in Manitoba with at least two years in length and candidates must also currently own and operate a business in Manitoba.
2. All candidates should be proficient in either English or French consistent with the Canadian Language Benchmark (CLB) of level 7. Language tests must have been taken within the 2 years prior to applying to the program.
3. All candidates must own a business in Manitoba with equity ownership of at least 51% and must have at least 6 months of experience as a senior manager in business prior to nomination on a valid Post-Graduate Work Permit. Candidates will be asked to submit a Business Performance Agreement (BPA) as part of the application.
4. Since graduation candidates must have resided in Manitoba continuously and must show the intent to continue to reside in Manitoba after the nomination.
5. Candidates for this stream must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements as outlined by Canada’s federal immigration authorities and their personal net worth will be assessed as part of the application process.
6. The candidate’s age must be between 21 and 35 years.

 

Processing Time

 

 

Applicants who are successfully nominated by the province can apply for permanent resident visas for themselves and their families from the Federal Government of Canada. The process is extremely fast, often taking less than or equivalent to 6 months.
