Quebec Family Sponsorship Program

Quebec has a program that is quite similar to the federal Family Sponsorship program. The Quebec government's Family Class Sponsorship program and the Federal program set forth eligibility requirements. Make an appointment with a consultant to discuss your needs.

Who can be a sponsor?

A Canadian citizen or permanent resident who is 18 or older and living in Quebec can sponsor family members for immigration to that province. Neither a Canadian citizen nor a permanent resident can act as a sponsor if they: do not meet certain financial requirements; have been convicted of certain crimes; have been placed under deportation orders or inadmissible reports; have been receiving financial social assistance; and a number of other conditions could make the sponsor ineligible.

Who can be sponsored, person?

In order to qualify for sponsorship, the person must be a close relative from the same class of family members and meet specific requirements. The family class includes:

1. A spouse, common-law partner, or conjugal partner (including the same sex).
2. A dependent or adopted child.
3. Families with parents and grandparents.
4. Under 18-year-old orphans from parents who died, who are not married or living in a common-law relationship with the parent's children.

Sponsors who have been adopted cannot sponsor-members of their biological families until the adoption has been revoked. However, this is only applicable if the revocation was not for sponsorship purposes.

Responsibilities and obligations

In addition to the sponsored relative's obligations and responsibilities toward the sponsor, both must meet their responsibility to Quebec's government. During that period, the sponsor will meet the basic needs of the sponsored individual. Housing costs and food are among such basic necessities. Relationships between sponsors and sponsored individuals will affect the length of time for which the sponsor is responsible. Even more, sponsors participate in a contractual agreement with the Quebec government as a means of reimbursing any government financial assistance or special allowances provided to the sponsored person. Depending on where the sponsored individual lives, sponsors may even be held responsible for significant housing costs.

As they fulfill their basic requirements, sponsored people must inform their sponsors of any steps they have taken towards getting financial assistance and if their addresses have changed.

The Quebec program has different criteria for finance and time periods for submitting projects than the federal program. In addition, the sponsoring spouse (or common-law, conjugal partner) does not have to fulfill the financial need until their dependent children have their own dependent children as well.
