IELTS for Canada
Canada is an English-speaking country with two native languages- English and French. Before immigrating to Canada, you must know you will not be allowed to enter Canada until you submit all the requirements depending on your visa type and program.
To immigrate to Canada, whether for study or work, you have to prove your proficiency in the English language. Many organizations conduct tests to check English skills and issue a report. But in Canada, IELTS is the organization recognized by IRCC for immigrants.
CLB vs. Band score
CLB stands for Canadian Level Benchmark. CLB is a scoring criterion that Canada follows to differentiate the English language skill in levels. CLB level scales from 1 to 12.
A band score is the IELTS scoring system on reading, writing, listening and speaking. Band score scales from 0 to 9.

For different PR programs in Canada, you need a different CLB score.
1. Federal Skilled Worker - CLB 7 or above
2. Federal Skilled Trade Program - CLB 5 or above(Speaking and Listening) and CLB 4 or above(Reading and writing)
3. Canadian Experience Class - CLB 7 or above(NOC 0 and A) and CLB 5 or above(NOC B)
IELTS for Canada student visa
IELTS score requirement varies with programs(Graduate, Post-Graduate, diploma, Etc) and study courses in a university. But the minimum CLB required is 6.5 in many top countries of Canada. That includes the University of Toronto, Western University, University of British Columbia, McGill University, McMaster University, University of Alberts, University of Ottawa, University of Calgary, and the University of Waterloo.

Can you apply for PR(Canada) without IELTS?
To apply for Canada PR, either through Express Entry or PNP, you must provide proof of language proficiency.
