The GSS program is a newly launched program that processes applications within two weeks. This pilot program has the shortest duration of all programs to bring unique talent to the country. Your job profile can be considered under GSS if-

 

You are a highly skilled worker
Have a unique talent
Falls under NOC TEER 0 & 1

 

TEER 0 - Management Occupations
Examples- Advertising, Marketing & Public Relations Managers, Financial Managers

 

TEER 1 - Require a University Degree
Examples - Financial Advisors, Software Engineers

 

Eligibility to Apply for the GSS Program 

 

The foremost requirement of GSS is that you are applying from Outside Canada. You can be eligible for Global Skills Strategy in one of two ways:

LMIA Required Workers 
LMIA-exempt Workers  

 

1.) LMIA Required Workers (2023)

 

LMIA is a crucial aspect of a job offer. For the maximum number of jobs, LMIA is mandatory in Canada. There will be two conditions if you have an LMIA-approved job offer from a Canadian employer:

 

You are applying outside Canada;
Have a positive LMIA through the Global Talent Stream (category A or B)of the Temporary Foreign Worker.

 

But there are a few programs you can apply for that do not require LMIA approval.

 

2. LMIA-exempt Workers (2024)

 

LMIA-exempt job profiles do not require an employer to have LMIA for hiring foreign workers. 
Note: There is no specific list of LMIA-exempt occupations.

 

Some certain parameters/conditions make a profile LMIA-exempt.
Reciprocal Employment
Entrepreneurs/Self-employed
Intra-company Transferees
French-speaking Skilled workers
International Trade Agreements
International Youth-exchange PRograms
Minister- designated Exemptions

 

There are more conditions in which a profile can fall into the LMIA-exempt category. There is an International Mobility Program in Canada that allows employers to hire international workers without the need for LMIA.

 

Though getting an LMIA requires no effort by the workers, employers pay a $230 employer compliance fee.  

 

Why is getting an LMIA-approved job offer difficult in Canada?

 

Almost every job in Canada requires LMIA for employers to hire international talent. And LMIA is a tough process for employers. It has multiple reasons:

 

Canada ensures permanent residents and citizens are given priority for employment opportunities.
Any employer who has a vacancy and wants to offer the job to a foreign worker must prove the unavailability of skills in Canada.
To prove the unavailability of required skills in the country, employers have to show the efforts they have done to find the talent.
For each vacancy, employers have to pay a certain amount and get LMIA approval after submitting all the demanded documents to the ESDC.
